Elements Restaurant and Bar writes: The bar at Elements Restaurant represents one of the four "elements of earth" we are surrounded by - water. The beautifully painted soft blue walls are accented by paintings by local artists. The view out of the windows is definitely in the top three in Santa Barbara. People come for the food and happy hour, but stay for the view. The Courthouse Sunken Garden and its lights that illuminate the historical building is breathtaking.
